The Pipeline Construction Manager/Specialist reports directly to the Pipeline Regional Manager in the Home Office and assists the Pipeline Regional Manager as directed. The Pipeline Construction Manager/Specialist is responsible for the support of projects, either by directing field construction or serving in a consulting and advisory role as requested on other department projects as required. Provides counsel. guidance and assistants in the areas of construction procedures, logistics, and planning for pipeline and pipeline facilities. Responsible for assisting Business Development and management in expanding current work scope, developing proposal technical and pricing strategies and preparing proposal execution strategies/plans. Supports communications and presentations to customers. Supervises the development of budgets and schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. Resolves problems and coordinates the final turnover of the project to the customer. Leadership for the development and maintenance of high performing project teams. Has overall responsibility for the project construction execution, ensuring that project is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations.

When assigned to a field construction organization performs a supervisory or managerial duties as required. Responsible for the organization and direction of construction and related activities within assigned area of responsibility, which may be a single area, multi-area or a multi-discipline construction project. Is the primary client contact for all jobsite activities, and may coordinate with client’s resident representatives on jobsite activities within assigned area of operations. Responsibilities are to ensure assigned jobsite operations follow design/specifications, completion on schedule, within budget and to quality standards.

Essential Job Duties:

  • All the listed essential job duties are project development and project execution focused including:

  • Responsible for jobsite operations including onsite activities of Bechtel, subcontractors, suppliers, clients and their representatives and others as may be assigned within area of responsibility.

  • Responsible for the field workforce organization to ensure the jobsite organization is comprised of qualified and knowledgeable personnel, and ensures effective personnel utilization.

  • Establishes, coordinates and implements construction schedules, manning charts, and material and equipment requirements.

  • Controls jobsite expenditures in assigned area for labor, equipment, material and services and ensures field operations are within budget.

  • Responsible for overall supervision of personnel in assigned area of responsibility.

  • Ensures performance evaluations are conducted on assigned personnel and counseling programs are maintained.

  • Ensures subordinate personnel receive progressive training to enable them to assume additional responsibilities.

  • Responsible for craft resources as assigned and coordinates the activities with designated manager and corporate craft resources department.

  • Administers a security plan and coordinates the activities with corporate security department.

  • Responsible for administration of assigned area(s) contractual activities. Participates in contracts and subcontracts negotiations.

  • Plans and implements procedures to ensure construction operations are continuously adhering to engineering designs, specifications, quality standards, schedules and budget.

  • Responsible for coordination of construction operations to ensure they coincide with the overall established schedules.

  • Maintains relationships with the client and their representatives, as assigned.

  • Oversees the Environmental, Safety & Health program for the field work environments including contractor and subcontractor activities. Ensures construction is in accordance with ES&H laws and regulations applicable to the projects (country).

  • Promotes the management concept of Continuous Improvement (CI) among all members of the construction team. Leads the CI process for the Customer and Bechtel. Promotes, monitors and mentors the concept of best total installed cost (TIC). Initiates, promotes and continually practices team building.

  • Conducts periodic project and Customer meetings consistent with the project communications plan to promote and facilitate communication, review progress/performance, discuss issues and facilitate problem resolution. Is part of the development of the communication plan to ensure effective communications between the project team, the Customer and off-project operations, construction, Functional Management, RIU/EU and Senior Management.

  • Ensures that Bechtel and local/national regulatory safety codes, requirements and standards are being complied with in assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into all aspects of construction operations. Actively participates in scheduled safety meetings.

  • Implements Six Sigma tools, analysis, and decision-making in the executive of duties.

  • Performs general administrative functions inherent in jobsite supervisory positions.

  • Ensures corporate policies and procedures are fully implemented. Establishes field procedures and objectives within corporate policies and procedures, as necessitated by conditions at a jobsite.

Qualifications:

Subject matter expert in the pipeline construction industry with experience in construction execution on a cost reimbursable, unit rate and EPC basis as a minimum. The Pipeline Construction Manager will have international exposure including knowledge of customs, culture and business practices of Region/Country including North America and South America. Knowledge and understanding of working arrangements with joint ventures, alliances and consortiums.

  • Knowledge of the entire pipeline design and route selection process including early site selection process, initial landowner contract, geotechnical studies, right-of-way survey, and stakeholder relations

  • Thorough knowledge of all phases of pipeline construction operations relating to engineering, construction and field activities

  • Skilled in medium and large diameter (20” to 36”+) pipeline routing.

  • 10 + years of experience in building relationships with landowners, 3rd party pipeline and utility owners and coordinating access for survey teams to perform geotechnical investigations, environmental data collection and centerline surveys.

  • 10+ years of experience in performing route reconnaissance and developing access plans, pipe laydown yards and contractor equipment yards.

  • Thorough knowledge of construction technologies and jobsite management

  • Experience in providing constructability input to locate all types of crossings including HDDs, road bores and other 3rd party crossings

  • Ability to identify all access routes and necessary improvements

  • in locating laydown yards and temporary workspace for construction

  • Broad knowledge of environmental compliance laws and requirements

  • Broad knowledge of government compliance standards

  • Broad knowledge of Bechtel Construction Standard Work Process Procedures

  • 10+ years’ experience and background in pipeline construction work scheduling.

  • 10+ years’ experience in planning and coordination in logistic support.

  • 10+ years’ experience in estimating costs for pipeline construction and installation of facilities.

  • Broad knowledge of FERC construction permitting and approval.

  • Experience in gathering relevant detailed data for environmental studies in support of Resource Reports for FERC filing.

  • Professional Engineer (not essential)

  • Knowledge of continuous improvement methodologies

  • Knowledge and experience in contracts/subcontracts formulation, risk analysis, negotiations, and implementation including:

  • Change control and documentation management

  • Cost trend program and its linkage to change control

  • The hierarchy of requirements documents in case of conflict (RFP, Proposal, Contract, etc.)

  • Knowledge of project insurance issues/options

  • Knowledge of cross functional work processes and interface knowledge, especially Project Controls, Supply Chain management, Quality management and the ability to manage the relationships/interfaces with management and functional groups.

  • Oral, written and graphic communication and presentation skills

  • Fluent in English and Spanish
